I spose there are other factors like copyright rules and things to consider…Once you know you are going to pass all the marks, then you should go for it….

OMG, how the hell did u get partner? You have less than 200 subscribers and like no video views. I have over 6,000 subs and 500,000 video views and I am not a partner
